By July 4, there were 14 confirmed cases. By July 6, that number hit 23. Two weeks later, the case count had reached 60, with 15 people hospitalized at one point. Three people had died.
Legionnaires’ disease is a serious type of bacterial pneumonia. You get it by breathing in tiny water droplets that carry Legionella bacteria. You cannot catch it from another person.
Symptoms show up two to fourteen days after exposure and include fever, cough, and trouble breathing. Older adults and people with weak immune systems face the greatest risk of dying from it.
Cooling Towers Are the Prime Suspect — But No Single Source Confirmed
Investigators focused quickly on rooftop cooling towers. These large water-based systems sit on top of buildings and help regulate temperature. They can harbor Legionella bacteria and spray contaminated mist into the air.
By mid-July, city officials had tested roughly 87 percent of the approximately 150 cooling towers in the outbreak zone. The results were alarming.
Preliminary tests found Legionella bacteria in 76 buildings, including the Metropolitan Museum of Art. But a preliminary positive test does not mean a building caused the outbreak. Officials were still working to match bacterial strains from sick patients to specific towers.

The New York City Health Department ordered 31 buildings to drain, clean, and disinfect their cooling towers. Nineteen had already completed that work.
The rest were given deadlines to finish. Mayor Zohran Kwame Mamdani announced emergency measures on July 6, calling for faster inspections and stronger enforcement across the affected zip codes.
The Met Museum, Central Park Warnings, and a Nervous Neighborhood
Word that the Metropolitan Museum of Art tested positive rattled residents and tourists alike. Health officials warned anyone who had recently visited the Upper East Side to watch for flu-like symptoms. Some residents began wearing masks outdoors and keeping apartment windows shut.

New York City Has Been Here Before — and the Pattern Is Troubling
This is not a one-time event. New York City has experienced multiple cooling tower-linked Legionnaires’ outbreaks since 2015, resulting in 213 cases and 18 deaths across the city.
Just last summer, a 2025 outbreak in Central Harlem produced 118 confirmed cases and seven deaths before investigators traced the source to Harlem Hospital and a nearby city-owned construction site.
The Upper East Side outbreak is now on a similar trajectory, with cases more than doubling in a single week before finally slowing.
The recurring nature of these outbreaks raises a fair question: why does the most densely populated city in America keep facing the same crisis? Cooling tower regulations were tightened after the 2015 South Bronx outbreak, yet the bacteria keep finding a way in. Enforcement gaps, aging building infrastructure, and the sheer number of towers packed into a small area all play a role.
City officials deserve credit for moving fast this time, but the fact that New York is now fighting its third major Legionnaires’ cluster in roughly a decade suggests the current rules are not getting the job done.
What Residents Should Watch For
The New York City Health Department urges anyone who lives, works, or recently visited the Upper East Side zip codes 10028, 10128, and 10075 to see a doctor right away if they develop fever, cough, shortness of breath, muscle aches, or headache. Most healthy adults recover with antibiotics.
The disease is not contagious between people, so there is no need to avoid contact with others. The main risk is breathing outdoor or indoor air near a contaminated water source — and until investigators name that source, the risk in this neighborhood is not fully contained.
