During a private meeting at the Capitol, Republican lawmakers made it clear that while they appreciate Musk’s efforts to drain the swamp, making these cuts permanent requires legislative action—not unilateral decisions from the executive branch.
Senate Republicans met with Musk to discuss how to transform his Department of Government Efficiency (DOGE) cuts into law through a “rescission” package that could potentially bypass the usual 60-vote requirement in Congress.
This legislative pathway would give congressional approval to spending cuts already being implemented, addressing concerns about executive overreach.
Senator Rand Paul (R-KY) led the discussions, emphasizing the constitutional necessity of congressional involvement rather than relying on the executive branch’s impoundment of funds.
Paul stated, “To me, it’s ephemeral now. I love all the stuff they’re doing, but we got to vote on it. So my message to Elon was let’s get over the impoundment idea, and let’s send it back as a rescission package.”
Musk, who reportedly aims to slash a staggering $1 trillion from federal spending this year through the department, was apparently surprised to learn about this legislative pathway.
According to those present, the billionaire was enthusiastic about the opportunity to make his cost-cutting measures permanent through proper congressional channels.
Senator Lindsey Graham (R-SC) pushed for quick action on turning DOGE’s recommendations into law, noting that the administration needs to “go on offense” with concrete legislative wins rather than getting bogged down in personalities and drama.

“We’re getting feedback, and we want to respond to our constituents — how do we work most effectively to do that?” Senator John Hoeven (R-ND) said.
Meanwhile, Democrats oppose meaningful spending cuts, claiming the White House is overstepping its authority.
This comes as President Trump advocates for a continuing resolution to prevent a government shutdown while DOGE continues to identify areas to eliminate wasteful spending.
Furthermore, Musk unusually shared his personal contact information with senators during the meeting, demonstrating his commitment to direct communication with lawmakers.
Senate Majority Leader John Thune (R-SD) quipped about the potential consequences: “I thought, OK, his phone’s going to start blowing up. He might want to change his number.”
House Speaker Mike Johnson (R-LA) is working in parallel to build conservative support for a stopgap spending bill, indicating a willingness to work with the White House on formalizing DOGE’s cuts.
“We’ll do whatever the White House requests. It’s a little premature to expect that. But that’s certainly a possibility and one that we would entertain, if it’s appropriate,” Johnson stated.
